the Assistant Dean for Administrative and Financial Affairs, exercises the following authorities to facilitate the work of the departments under his jurisdiction:
i) Administrative authorities:
1- Assigning the administrative and technical tasks of employees in all departments of the college according to the college’s work requirements and distributing them among these departments to ensure the college’s interests and needs.
2- Issuing appointment, assignment, retirement, and resignation orders, except for those related to the implementation of Revolutionary Leadership Council Resolution No. (550) of 1989.
3- Approving regular leaves for technicians and administrators and contractual employees of the college for their enjoyment both inside and outside Iraq.
4- Approving the promotion of college staff, including technicians and administrators.
5- Approving the assignment of college employees to perform university-related extra work.
6- Approving the acceptance of medical reports issued inside and outside Iraq for all college staff, provided that these reports comply with the regulations and provisions of Sick Leave Law No. (76) of 1959 and its amendments.
7- Sending letters of thanks and appreciation to college staff, including technicians and administrators, in accordance with applicable laws and regulations.
8- Carrying out necessary personnel transfers within the college administration, in coordination with the college dean and the heads of its academic departments.
9- Signing orders related to granting regular leaves, summer vacations, and legally mandated bonuses to college staff members who retire.
10- Signing annual allowances and promotions forms for administrative and technical employees.
11- Granting maternity leave to female college staff in accordance with applicable decisions and instructions.
ii) Financial authorities:
1- Approving payroll and overtime based on relevant committees and general contracting conditions, laws, and subsidiary regulations.
2- Granting cash and incentive rewards, not exceeding 10,000 Iraqi dinars in each case, to outstanding college staff.
3- The authority to distribute the necessary financial allocations among the academic departments in coordination with the heads of academic departments.
4- Approving and disbursing travel advance payments for college teaching, technical, and administrative staff inside Iraq and during suitable periods for completing their missions.
5- Approving professional and engineering allowances, hazard pay, and other specified allowances in accordance with laws, regulations, and instructions.
6- Recommending the referral of department staff for investigation in accordance with the State Employee Discipline Law.
7- Proposing decisions for dismissal due to excessive absence for students in a department or branch that exceeds the allowable percentage, in accordance with applicable instructions, subject to approval by the College Council.
8- Issuing administrative orders for warning or failing students due to absences or violations of rules and instructions.
9- Issuing administrative orders for the delivery of lectures by college staff or external lecturers (in coordination with the college administration) and opening the relevant records or forms while verifying them according to the administrative orders issued regarding them and monitoring their disbursement by the department secretary in coordination with the college’s financial department.
